APEC Supply Chain Connectivity Framework Action Plan 2022–2026 (SCFAP III): Mid-term Review

This report presents the mid-term review of the APEC Supply Chain Connectivity Framework Action Plan 2022–2026 (SCFAP III), assessing the progress made by APEC economies in addressing the five SCFAP III chokepoints. These five chokepoints are: (1) inefficient digitalisation; (2) inadequate infrastructure development; (3) insufficient cooperation on data flows and cross-border payments; (4) lack of understanding on green supply chains; and (5) lack of targeted MSME support.

The review is based on a set of quantitative indicators and a description of the policies implemented by APEC economies to address key chokepoints. The results show that overall progress has been made in addressing chokepoints 1, 2, 3 and 4, with most indicators under these chokepoints showing improvement, while the findings for chokepoint 5 are mixed. The report also highlights areas that require continued focus and provides recommended policy practices for each chokepoint.
